Article 1. The name of the club:
CGU Society for International Cultural Exchange, CGU SocICE

Article 2. Sources of law: 長庚大學學生社團輔導管理辦法第一章第二條規定

Article 3. Mission:
To bring the international students and local students together and enhance social and cultural exchange. To prosper an environment for all to let their talent, thoughts and skills flourish.

Article 4. Qualification:
1.      All CGU students interested in cultural exchange can join SocICE.
2.      One will be an official member of SocICE once through registration.
3.      Anyone who impairs the interest of the club will be disqualified after the membership meeting reaches its agreement.

Article 5. Rights:
1.      Members have rights to attend club activities.
2.      Members have rights to attend club meetings.
3.      Members have rights to be cadre members.
4.      Members have rights to use club property.

Article 6. Obligation:
Members have the obligation to attend club meetings.

Article 7. A membership meeting has the most authority.

Article8. Designations:
1.      President: Responsible for holding membership meetings on a regular basis and cadre membership meetings if needed.
2.      Vice President: Assists President with club affairs. Responsible for counseling meetings.
3.      Secretary: Responsible for recording meeting, activities and personal information of club members.
4.      Technical Help: Responsible for operating an Internet community such as a fan page on Facebook.
5.      Treasury: Responsible for recording financial status of the club. Assists the person in charge of each activity with budget verification.
6.      Creative Head:         Responsible for activities brainstorming and planning.
7.      Ambassador: Representative of the club.
8.      Public Communication: Responsible for communication between the school and the club.

Article 9. Modification of designation mentioned above is approved.

Article 10. President is to hold cadre membership meetings if needed.

Articles 11. A cadre membership meeting is a decision-making apparatus.

Article 12. Cadre members are to make sure each member follow Regulations.

Article 13. Constitution of Membership meetings:
1.      Members of the club are to attend membership meetings.
2.      A membership meeting has the most authority.

Article 14. Rights of Membership meetings:
1.      Election or removal of cadre memberships.
2.      Revision of regulations.
3.      Supervising how cadre members have done their jobs.

Article 15. Meetings:
1.      Membership meetings on a regular basis:
President is to hold a membership meeting three times a semester-- at the beginning of a semester, mid-term, and at the end of a semester.
2.      Provisional membership meetings:
(1)   At least five members are required to start a provisional meeting.
(2)   The proposer will be the chairman of that particular meeting.


Article 16. President:
1.      Any member who has planned and attended 1/2 of club activities a semester has the qualification to be nominated as President.
2.      Presidential election is held at the end of every school year. A person who is nominated by club members and approved by 2/3 of attendees is the president of the club.

Article 17. Vice president:
Designated by President or elected by club members.

Article 18. Other cadre memberships:
Within a week after presidential election, new term of President needs to hold a meeting to select new cadre members. If no nominations, President can make appointments.

Article 19. Term of office:
The term of office of all cadre memberships is one school year.

Article 20. Removal:
A removal requires 1/4 of all club members to propose, 2/3 of members to attend a meeting and approval of 3/4 of attendees.

Article 21. All funds come from club members and school financial aid.

Article 22. All funds are used for club affairs only.

Article 23. Rules and regulations:
Revision of regulations requires at least five club members to propose and approval of President. A membership meeting follows then. The proposer is the chairman of that particular meeting. Only when 1/2 of all club members attend and 2/3 of attendees approve is the revision taking effects.

Article 24. Insurance:
All outdoor activities require safety insurance for each attendee.

Article 25. Honor members:
Anyone who has dedicated his/her efforts to the club but not as club members, with approval of 1/2 of cadre members, is the honor member of the club and entitled to the following rights:
1.      He/she enjoys the same qualification as club members when attending club activities.
2.      He/she has rights to attend club meetings.
3.      He/she has rights to use club property.

第壹章  總則
第一條    社團名稱  
本社定名為「長庚大學國際文化交流社」,「CGU Society for International Cultural Exchange」。簡稱SOCICE,以下稱本社。
第二條    管理單位       
本社依長庚大學學生社團輔導管理辦法第一章第二條規定訂定之。
第三條    社團宗旨       
本社希望藉由活動與文化的交流,以期結合國際學生、本地學生,並促進彼此成長。

第貳章  成員
第四條 資格
1、凡本校學生對國際文化交流具有濃厚興趣者,皆可成為本社社員。
2、凡完成入社手續後,即成為正式社員。
3、凡社員無故要求退社,或影響社團利益情節重大者,經社內幹部開會通過後,予以退社。
第五條 權利      
1、本社社員享有參加本社活動之權利。
2、本社社員享有出席本社會議之權利。
3、本社社員享有擔任社內幹部之權利,社長資格另有相關規定規範。
4、本社社員享有使用社團財產之權利。
第六條 義務       
本社社員具有出席本社會議之義務。

第參章  組織及職權
第七條  社員大會為本社最高權利機構。
第八條  幹部包含會長、副會長,秘書長、技術長、財務長、創意長、大使、公共關係長共八名幹部。
1、社長:領導社員及幹部,定期召開社員大會,視需要召開幹部會議,依照本社短、中、長程目標確實執行,並分派工作於各負責人,讓活動能順利進行,以促進社團發展。
2、副社長:協助社長處理社務,負責出席查核事項。
3、秘書長:負責會議記錄、活動記錄、社員資料等的檔案整理。
4、技術長:負責網路社群管理、設備器材等的使用相關事宜。
5、財務長:記錄本社社費之進出狀況與幹部一同討論預算編列,並作結算之核銷。於活動結束後,協助各活動負責人進行核銷。每個月底公布一次社費支出明細。
6、創意長:負責活動的發想、籌畫,並於活動期間進行記錄與攝影。
7、大使:對外代表社團,負責與其他單位聯絡或共同辦理非正式活動。
8、公共關係長:負責學校與社團之間溝通的橋樑,並協助官方文件的填寫。
第九條  除此常設幹部外,每屆幹部可依需要自行斟酌擴充或作工作細項的調整,由當屆社長與社員討論之。

第肆章  幹部會議
第十條  幹部會議由社長斟酌召開,檢討社團成效,與會者為本社之幹部群。
第十一條 幹部會議為決策機構,決定各項事宜。
第十二條 幹部群需督導社員履行義務及遵守本章程。

第伍章  社員大會
第十三條 組成 
1、凡本社正式社員皆為必然出席之成員。
2、社員大會為本社最高權利機構。
第十四條 權利  
1、選舉、罷免幹部。(方式見第陸章選舉罷免辦法)
2、修訂本社之組織章程。
3、監督本社幹部之行政工作。
第十五條 開會 
1、定期社員大會:
(1)每學期初、期中及期末各召開乙次,由社長召集。出席人數需超過當屆幹部組員及新生人數總和之三分之二,當次會議之決議始得生效。
(2)本社社長為當然之會議主席。
2、臨時社員大會
(1)由五名社員連署,向社長報備,由提案人召集合議。
(2)提案人為當然之會議主席。

第陸章  選舉罷免辦法
第十六條 社長        
1、凡本社社員,任一學期活動出席率超過二分之一,活動出席率包含活動參與或幕後籌劃,始有被提名資格。
2、於學年末舉辦幹部選舉,由社員提名,二名以上社員附議,被提名者有發表政見之權利,如為同額競選,經由出席人數三分之二以上同意;如為非同額競選,則最高票者當選,經公佈,正式成為下學期本社社長。
第十七條 副社長 
由社長委任或由社員提名。
第十八條 其他社團幹部 
新社長選出後,於一星期內,當選社長召開會議,由社員討論推選幹部,若無人自薦或提名,由社長委任。
第十九條 任期 
幹部任期為一學年。
第二十條 罷免   
當屆幹部組員及新生人數總和四分之一連署,三分之二出席,出席社員四分之三通過,得罷免幹部。

第柒章  經費來源與應用
第廿一條 本社之經費來源為社費之收取、學校補助經費。
第廿二條 本社之經費運用為社團一切活動之支出、公關費用支出。

第捌章  附則
第廿三條 章程 
章程之修改需由伍名以上之社員連署,或幹部決議修改,經由社長報備後,由提案人召集章程修改社員大會,出席人數需超過當屆幹部組員及新生人數總和之二分之一,經由出席人數三分之二通過後,始得修改,並於公佈後實施。
第廿四條 保險 
凡參與本社戶外活動之成員均需投保遊平安保險。
第廿五條 榮譽社員 
凡曾為社團奉獻,但非本社之正式社員者,經全體幹部二分之一以上同意,即為本社榮譽社員,享有以下權利:
1、參加本社活動時資格同等於社員。
2、享有出席本社會議之權利。

3、享有使用社團財產之權利。
